Electronic engineer by the UNI, with a Master's degree and Ph.D. by the University of Electro-Communications (Japan). He was the Vice-Minister of Communications from August 2016 to December 2017. He received the medals of the Peruvian Engineers Association’s Departmental Council in 2016, and its National Council, along with the Order of Peruvian Engineering in 2017. In 2018, he received the Decoration of the Order of the Rising Sun, Gold and Silver Rays by the Government of Japan, for his contributions to the development of ICTs .
