Electrical Engineer from the UNI, with a Master's degree and PhD from the University of Electro- Communications (Japan). He was the Vice-Minister of Communications from August 2016 to December 2017.
He received the medals by the Peruvian Engineers Association’s Departmental Council and National Council in 2016, with the Order of Peruvian Engineering in 2017. In 2018, he received the Award of the Order of the Rising Sun, Gold and Silver Rays from the Government of Japan, for his contributions to ICT development.
